經過近幾年的探索和實踐,我越來越覺得,對于地方而言,工業互聯網創(chuang)新發展需要(yao)地方(fang)政府主管部門(men)從(cong)“方(fang)法論(lun)”的(de)角度,站在(zai)哲學的(de)高度,來(lai)認識、來(lai)探索、來(lai)推動這項“未知遠大(da)于已知”的(de)工作(zuo)。
工(gong)業(ye)(ye)互聯(lian)網要(yao)落地(di)(di)生根,實現其(qi)價值,地(di)(di)方政(zheng)(zheng)府的(de)引領和推動非常(chang)重(zhong)要(yao)。發展工(gong)業(ye)(ye)互聯(lian)網地(di)(di)方政(zheng)(zheng)府要(yao)主動作(zuo)為,政(zheng)(zheng)府在整合(he)、優(you)(you)化、調動資(zi)源方面有獨特的(de)優(you)(you)勢。地(di)(di)方政(zheng)(zheng)府的(de)看(kan)法(fa)、打法(fa)、戰法(fa)是決定(ding)一個區域工(gong)業(ye)(ye)互聯(lian)網發展水平的(de)關鍵(jian),值得去認(ren)真研究、探索和總結。目前這方面還存在短板,還未(wei)引起業(ye)(ye)界、學界足(zu)夠的(de)重(zhong)視。
地方(fang)產業(ye)(ye)結構(gou)、資(zi)源稟(bing)賦不(bu)同(tong),企(qi)(qi)業(ye)(ye)又(you)(you)(you)“千(qian)人(ren)千(qian)面(mian)(mian)(mian)”,如何(he)運用(yong)好“工(gong)業(ye)(ye)互(hu)聯(lian)網”這把“金(jin)鑰匙”來(lai)(lai)創新(xin)(xin)組織(zhi)模(mo)(mo)式(shi)、運營模(mo)(mo)式(shi)、管(guan)理(li)模(mo)(mo)式(shi)、融(rong)資(zi)模(mo)(mo)式(shi)、創新(xin)(xin)模(mo)(mo)式(shi)、商(shang)用(yong)模(mo)(mo)式(shi),重構(gou)企(qi)(qi)業(ye)(ye)價值(zhi)鏈,促進(jin)區(qu)域數(shu)字經(jing)濟高質量發展,亟需(xu)探索形成(cheng)一套推(tui)進(jin)工(gong)業(ye)(ye)互(hu)聯(lian)網落地轉(zhuan)(zhuan)化(hua)的(de)(de)(de)“方(fang)法論(lun)”。在工(gong)業(ye)(ye)互(hu)聯(lian)網實(shi)踐中(zhong),既(ji)要整體推(tui)進(jin),又(you)(you)(you)要重點突破;既(ji)有(you)共性(xing)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)又(you)(you)(you)有(you)個性(xing)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti);既(ji)需(xu)西醫來(lai)(lai)解決(jue)“急癥(zheng)”問(wen)(wen)(wen)(wen)題(ti)(ti)(ti),又(you)(you)(you)需(xu)中(zhong)醫來(lai)(lai)“固本培(pei)元”;既(ji)有(you)企(qi)(qi)業(ye)(ye)規模(mo)(mo)基礎條件不(bu)同(tong)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti),又(you)(you)(you)有(you)行業(ye)(ye)類型各(ge)異(yi)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti);既(ji)有(you)技術創新(xin)(xin)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti),又(you)(you)(you)有(you)應用(yong)推(tui)廣問(wen)(wen)(wen)(wen)題(ti)(ti)(ti);既(ji)有(you)脫胎換骨需(xu)求(qiu),又(you)(you)(you)有(you)存量資(zi)源利用(yong)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti);既(ji)有(you)上平臺借力問(wen)(wen)(wen)(wen)題(ti)(ti)(ti),又(you)(you)(you)有(you)數(shu)字和(he)商(shang)業(ye)(ye)秘(mi)密(mi)安全問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)等等,不(bu)一而足。諸(zhu)多(duo)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)如何(he)平衡,如何(he)解決(jue)?筆(bi)者認為,最(zui)根本的(de)(de)(de)是(shi)(shi)(shi)(shi)(shi)(shi)抓住事物主(zhu)要矛盾的(de)(de)(de)主(zhu)要方(fang)面(mian)(mian)(mian),其(qi)中(zhong),不(bu)斷提(ti)升認知水平、弄清工(gong)業(ye)(ye)互(hu)聯(lian)網底層(ceng)邏輯依然是(shi)(shi)(shi)(shi)(shi)(shi)當(dang)前我們(men)需(xu)要解決(jue)的(de)(de)(de)主(zhu)要矛盾。有(you)權威(wei)專家認為,工(gong)業(ye)(ye)互(hu)聯(lian)網不(bu)是(shi)(shi)(shi)(shi)(shi)(shi)工(gong)具的(de)(de)(de)革命,而是(shi)(shi)(shi)(shi)(shi)(shi)革命的(de)(de)(de)工(gong)具,可謂(wei)認識之(zhi)高。由于(yu)(yu)工(gong)業(ye)(ye)互(hu)聯(lian)網是(shi)(shi)(shi)(shi)(shi)(shi)新(xin)(xin)生事物,由于(yu)(yu)其(qi)系統性(xing)、綜合性(xing)、專業(ye)(ye)性(xing)強,由于(yu)(yu)新(xin)(xin)概念(nian)多(duo),由于(yu)(yu)絕大(da)部分企(qi)(qi)業(ye)(ye)特別是(shi)(shi)(shi)(shi)(shi)(shi)廣大(da)中(zhong)小企(qi)(qi)業(ye)(ye)實(shi)際面(mian)(mian)(mian)對的(de)(de)(de)是(shi)(shi)(shi)(shi)(shi)(shi)具體場(chang)景問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)等等,對什么(me)是(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)(ye)互(hu)聯(lian)網,如何(he)落地,如何(he)推(tui)動,究竟能(neng)(neng)帶來(lai)(lai)什么(me)價值(zhi),無論(lun)是(shi)(shi)(shi)(shi)(shi)(shi)企(qi)(qi)業(ye)(ye)家還是(shi)(shi)(shi)(shi)(shi)(shi)基層(ceng)政府管(guan)理(li)者,總體上認知都是(shi)(shi)(shi)(shi)(shi)(shi)匱乏的(de)(de)(de)。企(qi)(qi)業(ye)(ye)在進(jin)行網絡化(hua)、數(shu)字化(hua)、智能(neng)(neng)化(hua)改造時(shi),面(mian)(mian)(mian)臨的(de)(de)(de)一個大(da)困惑(huo)就是(shi)(shi)(shi)(shi)(shi)(shi)不(bu)知“如何(he)改、如何(he)轉(zhuan)(zhuan)”之(zhi)困惑(huo)。
近年(nian)來,蕪(wu)(wu)湖(hu)市(shi)在提(ti)升(sheng)認(ren)知方面作(zuo)了(le)(le)一(yi)(yi)些嘗試。自上而下、線上線下舉辦了(le)(le)多種形式的(de)(de)培(pei)訓,依托(tuo)高端智庫(ku)、一(yi)(yi)流(liu)平臺(tai)企業(ye)(ye)(ye)(ye)持續開展工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網巡講(jiang)、論壇等(deng)(deng)活動(dong)(dong)。去年(nian),分四(si)批組織(zhi)120位企業(ye)(ye)(ye)(ye)“一(yi)(yi)把手”赴(fu)深圳、青島(dao)開展工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網集中研修,央(yang)視新聞還作(zuo)了(le)(le)專(zhuan)(zhuan)題(ti)報(bao)道(dao)。市(shi)縣(xian)區及市(shi)直相關部門主要領導(dao)認(ren)真學習(xi)了(le)(le)《工(gong)(gong)業(ye)(ye)(ye)(ye)賦(fu)能(neng)》等(deng)(deng)專(zhuan)(zhuan)著,每人(ren)都寫了(le)(le)讀書(shu)筆記(ji)并(bing)由市(shi)政府辦公室匯編成(cheng)冊。市(shi)直部門有的(de)(de)領導(dao)說,讀了(le)(le)這(zhe)本書(shu),“讓我洗了(le)(le)一(yi)(yi)遍腦,開了(le)(le)一(yi)(yi)扇窗”;有的(de)(de)認(ren)為(wei)工(gong)(gong)業(ye)(ye)(ye)(ye)賦(fu)能(neng),一(yi)(yi)切皆(jie)有可(ke)能(neng)。市(shi)縣(xian)區有的(de)(de)領導(dao)表(biao)(biao)示(shi),工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網是蕪(wu)(wu)湖(hu)打(da)造(zao)(zao)“智造(zao)(zao)名城(cheng)”,實現制(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)高質量發展的(de)(de)不二選擇,只有把握先機,才能(neng)贏得主動(dong)(dong),表(biao)(biao)示(shi)競速新賽道(dao)搶先干。有的(de)(de)領導(dao)提(ti)出,借鑒(jian)工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網思維,來促進(jin)政府治理體(ti)系(xi)改進(jin)和治理能(neng)力(li)提(ti)升(sheng)等(deng)(deng)等(deng)(deng)。今(jin)年(nian)我們將組織(zhi)企業(ye)(ye)(ye)(ye)家(jia)赴(fu)北京、重慶等(deng)(deng)先進(jin)地區參觀學習(xi),同(tong)(tong)時依托(tuo)大(da)院大(da)所、一(yi)(yi)流(liu)企業(ye)(ye)(ye)(ye)、聯(lian)盟協會等(deng)(deng)常態化(hua)開展培(pei)訓活動(dong)(dong),并(bing)探索(suo)建設國家(jia)級工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網在職(zhi)(在校)培(pei)訓基地,支持蕪(wu)(wu)湖(hu)高校設立工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網產業(ye)(ye)(ye)(ye)學院或工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)。為(wei)增強體(ti)驗(yan)感、認(ren)同(tong)(tong)度,蕪(wu)(wu)湖(hu)市(shi)和卡奧斯共同(tong)(tong)建成(cheng)了(le)(le)全國首個(ge)“5G+汽車大(da)規模個(ge)性化(hua)定制(zhi)(zhi)體(ti)驗(yan)中心(xin)”、“蕪(wu)(wu)湖(hu)市(shi)工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網應(ying)用體(ti)驗(yan)中心(xin)”;和中國信通(tong)院共建高水(shui)平的(de)(de)“蕪(wu)(wu)湖(hu)工(gong)(gong)業(ye)(ye)(ye)(ye)互(hu)(hu)(hu)(hu)(hu)聯(lian)網創新推廣中心(xin)”也(ye)已(yi)開工(gong)(gong),同(tong)(tong)時,通(tong)過百家(jia)企業(ye)(ye)(ye)(ye)示(shi)范培(pei)育,形成(cheng)了(le)(le)一(yi)(yi)批不同(tong)(tong)場景可(ke)復制(zhi)(zhi)、可(ke)推廣的(de)(de)應(ying)用案例。
認知是(shi)(shi)行(xing)動(dong)的(de)先(xian)導和(he)羅盤(pan),是(shi)(shi)企業在數(shu)字化新賽道上不斷(duan)前行(xing)的(de)發動(dong)機和(he)加速(su)器,也是(shi)(shi)衡(heng)量一(yi)個(ge)地方工業互(hu)聯網發展(zhan)環境的(de)一(yi)個(ge)核心要素。工業互(hu)聯網從本本、從PPT走進(jin)產業、走進(jin)企業、走進(jin)車間(jian),走進(jin)生(sheng)產線需(xu)要一(yi)大批“方法論”的(de)探索者(zhe)、實踐者(zhe)和(he)推動(dong)者(zhe)。
